Good characters that require a little love or suffer from availability issues.
Luc has been a series staple, and in Suikoden II, he is a monster.
Why B Tier: Bob transforms at low HP, gaining massive Strength. This is risky, but fun. He also has great defense. The problem is the transformation is uncontrollable. In a game where you can heal infinitely, managing low HP just for a gimmick is inefficient. Still, a solid tank. suikoden+2+tier+list
Why A Tier: The forgotten hero of speedrunning. Killey has above-average stats across the board, but his secret weapon is his rune slots. He is one of the few characters with 3 free rune slots. Equip: Double-Beat, Double-Strike, Fury. He will out-damage Viktor by sheer volume of hits. His only downside is his late availability (Two River).
Why D Tier: He is cute. He is hidden in a bush in Kyaro Town. He does 10 damage per hit. He is a mascot. Do not bring a squirrel to a war. Good characters that require a little love or
I cannot, in good conscience, tier Jowy. He is only playable for a very short window early in the game and briefly in flashbacks.
Why B Tier: The man with the "S" on his shirt. Georg has the highest natural Strength growth. On paper, he should be S-Tier. The problem? He joins in the final hour of the game (Rockaxe Castle). By then, your party is already optimized. He also has only 1 rune slot. A beast for the final boss, but useless for 98% of the game. I cannot, in good conscience, tier Jowy
Why A Tier: The circus duo. Individually, they are B-Tier. Together, they unlock the "Pretty Girl Attack" (with an optional third girl). This Unite Attack hits all enemies for massive damage and costs almost no HP. They also join extremely early (Ryube Village). They fall off slightly in the final dungeon, but they dominate the mid-game.
