Requirement: Riot Meter between 50-80%. Karryn’s Sensation limit has been broken at least 5 times. How to get: Use the Brothel for economy. Allow prisoners to "rest" instead of punishing minor infractions. In the final battle, accept the prisoner leader's "deal." Result: You run a corrupt, functional prison.
