Sony does not release detailed changelogs, but reverse-engineering by the modding community has identified why 9.03 is notorious:
If you replaced your Hard Drive, ensure it is a SATA drive and that it is seated correctly. If the drive is failing, the system may attempt to read firmware data, fail, and misreport the version required. Try re-seating the original hard drive if available. downgrade ps4 903 to 900 fix
