You could turn a static PDF into a fillable form by letting Acrobat auto-detect form fields (hit-or-miss) or manually add them. Digital signatures worked with third-party certificates (not Adobe Sign—that came later). For internal workflows, it was fine, but today’s e-signature tools (DocuSign, Adobe Sign) are far superior.
